Pennsylvania Gaming Commission Fines $100,350

The Pennsylvania Gaming Control Board today approved two consent agreements presented by the Commission's Office of Enforcement Advisory (OEC) in a public meeting regarding violations committed against casino and game manufacturer licensees. The total fine imposed was $100,350. The approved consent agreement is the result of the following negotiations with the OEC: Mountain View Subred Racing Association, LLC, operator of Hollywood Casino York, fined $78,000 for failing to meet minimum security staffing requirements TCS John Huxley America, Inc. and licensed table game manufacturers TCS John Huxley Europe, Ltd. will be fined $22,350 for failing to file a Principal Licensing application. A copy of the approved consent agreement providing details on these matters will be provided upon request through the Commission's communications office. The commission also took action against the OEC's petition to ban five adults from all casinos in the Commonwealth for neglecting a total of nine children to participate in gaming activities: A male and female sponsor was placed on the involuntary exclusion list after children aged two, four, five, eleven, five, eleven, five, eleven, five, eleven, five, five, and five were left in a vehicle for 35 minutes while gambling on a slot machine A male sponsor was placed on the involuntary exclusion list after leaving an 11-year-old gambling sportsbook in a car park at Live! Casino and Hotel Philadelphia for 30 minutes A male patron was placed on the involuntary exclusion list after leaving a 10-year-old child in a vehicle parked along the fence of a construction site outside the Pittsburgh Valet section of Rivers Casino for five minutes while gambling in a sportsbook A female sponsor was placed on the involuntary exclusion list after she left two children, ages 8 and 9, in a car in the parking lot of Pennsylvania, Mohegan, for 45 minutes while gambling on a slot machine In addition to this new stance on the involuntary exclusion list, the commission also rejected a petition from a female sponsor to be removed from the list. The individual left her 8-year-old and 12-year-old daughters inside a vehicle in the parking lot of the Lady Luck Casino Nemacoline for 45 minutes in order to gamble. The commission's action serves as a reminder that adults are prohibited from leaving minors in parking lots, garages, hotels, or other locations in casinos. Neglecting minors in Pennsylvania casinos is not only excluded from all Pennsylvania casinos, but adults who commit crimes are also subject to criminal prosecution. The commission reported that it identified 359 cases of neglecting children to gamble at Pennsylvania casinos that included 576 minors between early 2022 and April 2023.
